The Taoist Interpretation of Complex Organization Theory and its Research on Urban and Rural Planning

Abstract： In the“AI+” era，the development of new rationalist systems science with Complex Organizational Theory （COT） as its core，adapting to the comprehensive trend of scientific development， is a major achievement in interdisciplinary research. Firstly，upon delving into the founding of COT，it was discovered that its various methodologies share a common cultural origin，which is the profound cultural connotations of Chinese Taoism. Subsequently，the scientific concepts of COT were elaborated.Secondly，the paper constructs a bridge between COT and Taoism，which complement and interpret each other. It is found that the research focus and difficulties of the two are fundamentally different.The former focuses more on the mathematical interpretation of natural sciences from the outside， while the latter focuses more on summarizing the laws of life operation from the inside.Moreover， some viewpoints of Taoism are still guiding the progress of complex organization science today. Thirdly，the paper systematically reviews the emergence，development，and in-depth research of complex organizational ideas in urban and rural planning theory over the past century，and constructs a relatively complete and clear spatial patern evolution of urban and rural systems and a complex organizational implementation path for planning optimization. Finally，it is proposed that Chinese learning should be the root and Western learning should be the application，returning to the“metaphysical" dialectical thinking of Taoism，combined with COT“physical”model algorithm，we jointly deduce the evolution characteristics，planning strategies，and management directions of urban and rural systems from both top-down and bottom-up perspectives，and integrate AI to provide more scientific and effective development deduction and prediction for future urban and rural organic renewal.
