Measurement of High-Quality Development of the Marine Economy Based on the “VHSD-EM" Model

Abstract：The high-quality development of the marine economy isan important cornerstone for achieving the strategic goal of a maritime power，while the development strategy of a maritime power provides fundamental guidelines for the high-quality development of the marine economy. This study systematically reviews the strategic development goals of building Maritime Power and constructs an evaluation system for the high-quality development of the marine economy，which includes three dimensions：optimization of economic structure， ecological security asurance andenhancementof social benefits.Based onpanel data from1l coastalprovinces in China from 201l to 2022，this research combines the Vertical and Horizontal Staging Method（VHSD）with the traditional Entropy Method（EM）to establisha‘VHSD-EM’dynamic comprehensive evaluation model， effectively addresing the temporal dynamics and indicator heterogeneity characteristicsof the marine economy system，and uses this model to measure the high-quality development index of the marine economy.From the perspectiveofregional coordinated development，itdeeplyanalyzes the formation mechanisms ofthe development differences among the three major marine economic zones．The research results indicate that the overall level of high-quality development of China’s marineeconomy shows asteadyupward trend，with the eastern marine economic zone continuously leading in comprehensive development level，the southern marine economic zone facing issues in industrial structureandregional coordination that need to beaddressed，andthe northernmarine economic zone having significant room for improvement in innovation-drivenand ecological governance aspects.
