Abstract:Bluecarbonisanemergingconceptthatplaysavitalrole inmitigatingandadapting toclimatechange.It captures,utilizes,and sequesters CO2 ,making ita sustainable alternative to terrestrial carbon sinks.Island nations,highly vulnerable to climate change,place significant emphasis on the carbon sequestration potential of marine ecosystems.Their bluecarbon development models ofer valuable insights for the internationalcommunity. Seychelles,a typical small island developing state in the Indian Ocean,has adopted a proactive approach to blue carbon.Relying on the decision-making theories of smallstates and ocean diplomacy,it has implemented measures such as marine protected areas,blue bonds,and international cooperation.These eforts aim to maximize the positive functions of marine carbon sinks.However,the blue carbon model in Seychelles faces several challenges.These include threats to the ecological environment,limitations in awareness,and technologicalconstraints.To addressthese issues,Seychelles has focusedonlegislative safeguards,bluecarbon financing,multi-stakeholder participation,and technological support and capacitybuilding.Given that China has over11,Oo0 islands,itcan drawon the successful experiences ofSeychelles tounlock its blue carbon potential and promote sustainable marine development.
