Abstract：The BlueFlag programisaglobally influentialcertification system for coastal ecologyand tourism management，with Blue Flag beaches as its core certification category.This paper draws on theexperience of South Africa，Brazil，India，and Japan in promotingand implementing Blue Flag beaches and proposes targeted recommendations for China，including：constructing a technical work system with strong guidance and sound connection；establishing a resource assrance mechanism to break constraints and promote integration；creating acolaborative governancemodel with multi-stakeholder participation；andadvancing localized practices tailored tolocalconditions，providing theoretical references and practical guidance for integrated coastal management in China.
