Abstract： The“paid-use system of natural resources”，a key policy mandate enshrined in China's 14th Five-Year Plan and 2O35 Vision，provides the context for this study.Focusing on state-owned forest resources， it examines how years of policy exploration have yielded a systematic framework and extensive pilot programs，forming the basis for the present analysis.However，in practice，the system faces challnges：unclear property rights，imperfect pricing mechanisms，tensions between conservation and utilization，insuffcient social capital participation，and weak grassroots governance.To promote the standardized development of the paid-use system for state-owned forest resources，this paper proposes targeted optimization strategies addressing these bottlenecks. It recommends clarifying property-rights subjects and their respective rights and responsibilities，improving science-based pricing and benefitsharing systems，implementing zoned regulation with clear accountability， strengthening market institutions and capital participation mechanisms ，and enhancing institutional support and grassroots capacity building. These efforts will advance the modernization of China's forestry governance system and capacity，ultimately fostering a virtuous cycle between forest conservation and sustainable utilization.
