Abstract：[Objective]The studyaims toestablishaunifedmechanism forsafeguarding homebuyers’rightsand interests， andtoenhancethecontentstandardizationandconsistencyinefectivenessoftheResidentialHousing InstructionManual and WarrantyCertificate Manual （collectivelyreferred toas the TwoManuals）acrossdiferentregions.[Methods]In alignment withthenationalobjectiveofconstructing Better Housing，acomparativeanalysisof institutionalconstraints inthe Two Manuals policy texts is conducted using municipalities directlyunder thecentral government as examples. Furthermore，legal foundations forpromoting thestandardizationoftheTwoManualsareelucidatedbasedontheCivil Code.[Results]Thestudyreveals thatregional disparitiesintheTwo Manualsmaylead toinconsistentadjudications in similar housing disputesandhindertheimplementationofdifferentiatedevaluationsofrealestateenterprises’qualifcations. [Conclusions]Concretepathways forstandardizing theTwoManualsareproposed，including thedevelopmentofcompilation standards and theclarification of its statutory status.These measures areconducive to fostering public emotional identification with Better Housing and advancing the goal of building people-centered cities.
