摘  要：省属应用研究型大学围绕自身目标定位，通过坚持科技创新服务社会，推动区域发展。科研管理工作作为释放科技创新活力的关键，要与时俱进、不断优化。正确认识科研管理工作出现的问题，深化管理制度改革，强化管理服务水平，为科研人员提供良好的科研生态。

Abstract：Provincial applied research universities focus on their own goals and promote regional development by sticking to scientific and technological innovation to serve the society. As the key to release the vitality of scientific and technological innovation， scientific research management should keep pace with The Times and keep optimizing. We should correctly understand the problems of scientific research management， deepen the reform of management system， and strengthen the management service level， so as to provide a good scientific research atmosphere for researchers.
