Study on the development level measurement，spatiotemporal differences，and optimization paths of digital businessenvironment in ShandongProvince

Abstract： This paper constructs an evaluation index system for the development level of the digital business environment，anduses theentropy method，Kernel densityestimation method，Dagum Gini coeficient，andcoupling coordination model to measureandanalyze the temporal changes，regional diferences，and optimization paths of the digital businessenvironment development level in Shandong Province.The fndings show thattheoveralldevelopment level of Shandong's digital businessenvironment，as wellas its five subsystems，has demonstrated an upward trend.Aclear gradient pattern exists among the three major economic regions，with the Jiaodong Economic Circle leading，follwed bythe Provincial Capital Economic Circle and the Southern Shandong Economic Circle.Significant developmental diferences are foundboth withinand among these regions.The intra-regional differences are the most pronounced in the Provincial Capital Economic Circle，folowed bythe Jiaodong Economic Circleand the Southern Shandong Economic Circle.The inter-regional differences are characterized by the Southern Shandong-Jiaodong Economic Circle being larger than the Southern Shandong-Provincial Capital Economic Circle，with the JiaodongProvincial Capital Economic Circle being thesmalest. Inter-regional diferences are the primaryfactor leading to the overalldisparity，thoughintra-regional differencescannotbeoverlooked.Althoughthedigitalbusiness environmentshows acertaindegreeofpolarization，itgenerallexhibitsanevolutionarytrendtowardcoordinateddevelopment.Therefore， it is essentialtoprioritizethecomprehensivenesofdigital business environment developmentandleverage the synergistic efects ofvarious subsystem indicators.Addressng the issueof intra-regionalimbalanceis crucialfor promoting balanced growth within regions， while implementing regional codination and linkage project for digital business environment development is necessary to enhance inter-regional coordinated development.
