Abstract：Inasocietydeeplypermeatedbyartificial intelligence，the traditionalconceptofdata literacycentered primarilyonpersonal technical skils，nolongermets thedemands placedoncitizensintheAIera.This paperreexamines dataliteracyfromfourdimensions—technical，critical，ethical，andpractical—emphasizingthatitisnotmerelythe abilitytooperateandanalyzedata，butaformofsocio-ethicalcompetence.The study argues thattrue data literacy in the AIeraconstitutesa“literacyofresistanceenablingindividuals tomaintainagency，criticalthinking，andcivic responsibilitywithinalgorithmicallyshaped environments，thereby effectivelyparticipatinginalgorithmic governance andsocialdecision-making.Thepaperalsocalsfordataeducationtomove beyondpurely technicaltraining towardan integratedapproachthatbalances criticalandethicalcultivation，addressngthepowerdynamicsandgovemancechallenges of a datafied society.
