渔业科研副产品管理分析与政策性建议

Abstract：In line with thespiritof theThirdPlenary Sessionof the2Oth CPCCentralCommitteeand the new requirements for advancing the modernization of the fishery govermance system and capacity，this paper explores the current status and proposes countermeasures for the management of scientific research by-products in fishery research institutions. Taking these by-products as an entry point，the study aims to enhance scientific research management and foster new quality productive forces in the fisheries sector. The study focuses on fishery research institutions in China’s marine and freshwater regions，with its primaryresearch content centeredon the current management status of scientific research by-products in these institutions.The results indicate that research institutions inboth marine and freshwater areas atach importance to the management offishery research by-products，with continuous improvements in the legal and regulatory framework and enhanced management efficiency.However，certain challenges stillremain.The study suggests that strengthening the managementof aquatic products in China should prioritize the folowing measures in the future：（1）Enhance risk prevention awareness of sientific research by-products among allstaff and establish a sound management system;（2） Strengthen whole-process inspection and supervision to improve regulatory capacity and standardization of research by-products;（3） Streamline disposal procedures to enhance efciency and promote orderly and healthy development.
