Abstract：Shandong Province，one of the regions in China most severely afected by marine disasters，faces multiple challenges including diverse disaster types，extensive geographical distribution，high frequency of occurrence，and significant economic losses.Against the backdrop of global climate change，risks and destructive impacts of marine disasters such as storm surges and extreme waves have intensified，while emerging threats like marine heat waves and anomalous storm-induced water level surges further compound the situation.The prevention of marine disasters remains a pressing and complex task． Over the years of development， Shandong has established a provincial marine observation network integrating shore-based stations and buoys systems，progressively enhancing its marine early warning and forecasting capabilities．The province has also improved its disaster reduction services and emergency support systems. However，gaps persist in meeting the growing demands of marine economic development， including uneven development of marine forecasting capabilities across prefectural-level cities;insufficient precision in tailored marine forecasting products; inadequate coverage of observation stations for critical parameters in key regions;and limited adoption of advanced forecasting and disaster mitigation technologies.To address these challnges，Shandong should prioritize digital transformation，technological innovation，and systematic upgrades as core strategies．A multipronged approach is recommended to achieve intelligent，integrated governance of marine disasters，thereby comprehensively strengthening the province's resilience against marine hazards.
