Abstract： Archival data，asafundamental strategicresourceof thecountryisof great significance for promoting the modemizationofthe national govemancesystemand governance capacity.However，during theprocessof archival data opening，theriskofprivacyleakagecomes totheforefront，andhowtobalancedata openingand privacyprotectionhasbecome animportantissue thatneeds tobesolvedurgently.The article explains thenecesityofbuildingabalanced mechanismbetween archivaldataopeningandprivacyprotection，analyzestheriskofprivacyinfringementduetolaggingdatalegislation，failure ofaudit mechaism，tehnicalloopholesandstrongdatacorelationndthenproposes win-winpathsfromonstrutingafulprocessregulatorysystem，standardizing colaborative auditing，creatinga zero-trustsecurityscheme，and building amulti-party collborativegovernance framework，thusaiming tostrikeabalance between archival data opennessand privacyprotection， promote archival data sharing，and fully release the value of archive data elements.
