"Ice and Snow Are Also Golden and Silver Mountains"： A Study on the High-Quality Development Path of Ice and Snow Economy in Yili， Xinjiang

Abstract： Located in the northwest region of China， Yili， Xinjiang boasts enormous potential for developing the ice and snow economy. By analyzing the resource endowments for Yili's ice and snow economy， this study identifies its superior ice and snow ecological resources， abundant landform landscapes suitable for ice and snow activities， and distinctive ice and snow-related ethnic cultures. The significance of developing the ice and snow economy in Yili lies in consolidating the achievements of poverty alleviation and boosting rural revitalization; developing the borderland economy and achieving common prosperity; inheriting the cultural context of ethnic groups and forging a strong sense of community for the Chinese nation; upholding the bottom line of green

development and promoting the symbiosis of ecology and people's wellbeing. In view of Yili's ice and snow economy， this paper proposes the following transformation paths： holding ice and sports events to build a highland for competitions; strengthening ice and snow tourism to stimulate economic momentum; creating ice and snow festivals to expand market influence; establishing ice and snow theme parks to enhance regional popularity; and fostering ice and

snow equipment manufacturing to improve the industrial foundation. Corresponding guarantee strategies are also put forward： establishing an ice and snow resource identification and evaluation mechanism and formulating a development plan for Yili's ice and snow economy; building a comprehensive policy support system to consolidate the foundation for Yili's ice and snow economy; strengthening market promotion to shape a local brand of Yili's ice and snow economy; upgrading the technical level of ice and snow equipment manufacturing and deepening international cooperation in the ice and snow economy. By sustaining the vitality of Yili's ice and snow economy， this paper aims to help border areas move toward common prosperity and achieve high-quality development.
