Abstract： As one of the five national major science and technology programs， the National Key R&D Program plays an important supporting and leading role in promoting high-quality economic and social development. The Key Special Program of "Generic Technology Research and Application of National Quality Infrastructure" （referred to as the NQI Special Program for short），under the National Key R&D Program， was launched and implemented in 2016， conducting systematic research on core elements including metrology， standardization， inspection and testing，and certification and accreditation. This study takes 31 typical scientific and technological projects in the metrology field of the NQI Special Program during the 13th Five-Year Plan period as the research object. It analyzes the overallsituation of project approval， conducts statistical analysis onthe metrology-characteristic achievements， tangible scientific research achievements and intellectual property achievements produced by the projects， and selects and interprets some typical cases with remarkable project implementation effects.In the meantime，facing the layout of key special programs in the 15th FiveYear Plan period， it puts forward thoughtsand suggestions for the future development of the NQI Special Program， so as to provide a reference for the sustainable evolution of the NQI Special Program.
