Abstract：[Purpose/Significance]Medical data sharing，asanefficient form of datautilization，holds significant valueformedicalresearch，disease prevention，and clinicaltreatment.However，inpractice，thereisalackofanoperationalframeworkthatcouldfullyfacilitatetherealizationofitsvalue.[Method/Process］Thisstudyemployedaliteraturebasedanalyticalapproachtoidentifythechallengescurrentlyfacedinmedicaldatasharing.Ithighlightedthenecesityof strengthening privacyprotection mechanismsandaccelerating the circulationofdata elements，and subsequentlyproposed feasiblecountermeasures.[Result/Conclusion]Byleveraging technological advantages，the sharing platformfunctions asa centralhubensuresrobustprivacyprotectionforpatients，whiletheintegrationandclarificationofdataownershipfacilitate theeffctiveutilizationand valuerealizationof medical data.Meanwhile，themulti-stakeholdercomponent fosters constructive interaction betweentheplatformandotherinvolvedactors，providing aditional layersofoversightandsupport. Building uponthis foundation，the framework isfurtheroperationalized through four coreregulatory mechanisms：tiered data authorization，procedural constraints on sharing，transparency asurance，and post hoc remedies.Together，these mechanisms ensure the secure，ethical，and efcient operation of medical data sharing.
