Abstract：[Purpose/Significance]This studyaims toexplore theevolutionary logicanddifusiontrendsof policy themesrelated todata elements，providing theoreticalsupportforadvancing thedevelopmentof China’sdataelementmarketandregional digital economies.[Method/Process]Following thedevelopmental trajectoryof data element policies，this study employed LDA thematic modeling toextractpolicy themes.Itcalculated the innovativenessand diffusivityof policy keywordstoanalyze theevolutionlogic.Buildinguponthis，it explainedthedifusiondynamics fromcentraltolocal governments acrossspatialand temporaldimensions bymeasuring the similarityand intensityofdiferent policythemes.Result/ Conclusion] Data element policies folowa“foundational layout—market-orientedconstruction—value realization”evolutionlogic：firstdrivingmarket-orientedreformsindigitalindustries；thendepening theoveralldatamarketsystem; finallyfocusingondatatransaction，circulation，andassetvaluation tounlockdatavalue.Policydifusionexhibits“strategicanchoring—endowmentadaptation—regional differentiation”characteristics.Spatially，easternregions pioneered reformsinthedatamarketeconomy，centralregionsprioritizedbalancingdatatransactionsecuritywithindustrialdevelopment，westernregions emphasized building transactionmarketinfrastructure，andnorth easternregions leveraged industry academia-researchcollaboration to empower industrial growth.Temporally，thecentral government’soverarching developmentframeworktriggered diferentiatedregional responses，withlocalities implementing tailored practices basedontheir specific conditions.
