Abstract： As a subject of cultural governance， rural cultural self-organization has formed a new form through pluralistic co-governance under the coordination of hetero-organization. From the evolution of the Luoshan Shadow Puppetry Xin Xiu Troupe，the formation of this new form of rural cultural self-organization has undergone three stages： The first stage is the traditional selforganization，which aggregates and continues according to the authority and trust mechanism of the leader in a discrete state; The second stage is transitional self-organization. With the cooperation and participation of hetero-organization，shadow play gradually emerges from the rural area and became a social public heritage，turning from crisis to hope. The third stage is a new type of self-organization. Shadow play has embarked on the path of troupe and professional development. It has the ability of self-development and returns to autonomy from pluralistic co-governance. Based on the problems in the process of self-organizing evolution，it is believed that the cultural foundation，dominant position， adaptability，and management level of rural cultural self-organization should be further optimized from the aspects of public cultural construction，cultural consciousness，creative transformation and innovative development，self-learning and collaborative cooperation. This will stabilize and optimize the morphological structure and development mode of the new self-organization，and contribute to the protection and inheritance of excellent traditional culture in the new era，the formation of new forms of culture，as well as the construction of rural culture and rural revitalization.
