Abstract：Against the backdrop of deep integration between the digital economy and the real economy，data factor agglomeration has increasingly become a crucial breakthrough for industrial structure upgrading. Based on the quasi-natural experiment of establishing National Big Data Comprehensive Pilot Zone，this study examined 273 prefecture-level and above cities in China from 2007 to 2023.Using a multi-period difference-in-differences model，it empirically tested the impact of data factor agglomeration on industrial structure upgrading and its mechanisms. The results indicate that data factor agglomeration significantly promotes industrial structure upgrading; Factor mobility plays a vital mediating role between data factor agglomeration and industrial structure upgrading；The promoting effect of data factor agglomeration on industrial structure upgrading is more prominent in the eastern and central regions， financially underdeveloped regions， and low consumption level regions. These findings provide theoretical foundations and practical references for advancing industrial structure upgrading and implementing regionally differentiated development strategies.
