基于全局主成分分析法的河北省创新创业能力评价研究

Abstract： Innovation and entrepreneurship serve as new engines of regionali economic development. Taking the provinces （cities）in eastern China as the research subjects，this study employed the global principal component analysis to construct an evaluation index system for regional innovation and entrepreneurship capabilities based on the panel data from 2016 to 2023. The system was developed from the perspective of dual innovation input， dual innovation output and dual innovation environment. Using this evaluation index system， the study conducted a dynamic

assessment of the innovation and entrepreneurship capabilities of Hebei Province. The evaluation results show that from 2016 to 2O23，the overall innovation and entrepreneurship capacities of Hebei Province is generally on the rise， but the comprehensive ranking remains relatively low in eastern China，highlighting issues such as insuficient investment in innovation and entrepreneurship， relatively low output，and a need for improvement in the basic environment for innovation and entrepreneurship. Therefore，it is imperative to innovate institutional mechanisms，enhance the development of the technology market system， promote industry-education integration， and strengthen new infrastructure construction，thereby enhancing the innovation and entrepreneurship capabilities of Hebei Province.
