Abstract：Reporting，asan emerging legal system that enhances the predictabilityofillegal activities inarchivs and promotes the transformationof regulatory models，is the practicalapplication of public participation and administrative effciencytheoryinthefieldofarchivaladministrativelawenforcement.Fromtheperspectiveofarchivalinformatization construction，theillegalclues providedbyreportersbecome special informationresources，providingtheresourcefoundation forarchivalsupervision.Basedontheanalyticalframeworkofregulatorytheory，theyaredefinedasanauxiliaryinformation regulationtool，whichefectivelyexertsthevaluefunctionof "regulationthrough information."Thelogicofthereporting systemreliesontheinformationsharingbetweenreportersandarchivalauthorities，formingabotom-uptransmissionefectto facilitate top-down supervision and achieve the regulatory efect of pre-emptive prevention and post-punishment. Combining the"subject-object-regulation"regulatorystructureofreporting，itissuggestedtofollowthelawsofarchivalinforation management and learn from the experienceof otherreporting systems，and optimize itaccording tothe approachof "efctive provision - precise collection - standardized processing."
