突发公共卫生事件下城市社区制度效能发挥机制的社区韧性视角个案研究

【Abstract】ObjectiveTo explore interaction mechanism and transmision path among social environment，community environment，andinstitutionalefectivenessagainstthebackdropofpublichealthemergencies，soas toprovide theoretical evidence foroptimizing the emergencygovernance systemof urban communities.MethodsZcommunityin CityY was takenasresearchobject，63O questionnairesweredistributedusing random sampling（withan effctiverecoveryrateof （20 100% ）. A measurement index system for community resilience was constructed from five dimensions： facilities，resources， technology，economy，and culture.SPSS25.Owas usedfor reliabilityand validity tests，andAMOS23.O wasemployed to establishastructural equationmodel toverifytheresearch hypotheses.ResultsSocial environmenthadasignificantpositive impact on thecommunityenvironment（ β=0.915 ， P<0.001 ）；community environment had a significant positive impact on institutional effectiveness （ β=0.572 ， P<0.001 ）；social environment had a direct significant positive impact on institutional effectiveness （ β=0.318 ！ P<0.05 ）；community environment played a complete mediating role between the social environmentandinstitutionaleffectiveness（95%CI：0.O43-1.196）．ConclusionTheexertionofinstitutionalefectivenessin urbancommunitiesduringpublic health emergencies hasboth endogenous andexogenous characteristics：thecommunityenvironmentservesastheendogenous driving forceforinstitutional efectiveness transmision，whilethesocial environment providesexternal guarantees fortheimplementationof institutional efectiveness.Themulti-subjectcollaborative mechanism formedbygoverment-communitylinkageisthekeycarierfortheefectiveexertionofistitutionaleffectivenessThefindingsofthis study provideempirical support for improving the grasrootspublic health emergency governance systemand enhancing community resilience.
