Abstract：ThispaperconductsasystematicanalysisofregistrationtrendsfortheQualificationCertificateofComputerand SoftwareTechnologyProficiencyinZhejiangProvince.Thestudyfindsthatregistrationcharacteristicsareprofoundlyinfluencedby multiplefactors，ncludinglocaltalentpolicies，theregionaleconomiclandscape，andindustrialupgrading.Whilereflectingthe dynamisofthedigitaleconomyitalsoevealsstructuralisussuchasthesolidificatiooftalentdistibutionacrorgiosand adisconnectbetweentheevaluationsystemandindustrialpractices.Tadressthsechalenges，itisrecommendedtocodinate effortsacrossthreedimensions—policyintegration，examinationreform，andsocialgudance—tofosterahealthierandore sustainableecosystem fordigital talentdevelopment.
