Abstract： This paper takes the provisions onrights responsibilities inthe "Archives Lawof the People's Republicof China"relatedregulationsastheresearchobject，systematicallanalyzesthelogical structuredynamicrelatiosips of rights responsibilies allcation intheentire processof archival data goverance，clarifies the positioning of the subjectsofrightsresponsibilitiestheboundariesofresponsibilitiesineachlink.Theresearch findings indicatethat thecurrentarchivaldatagovernancereliesmoreonthetraditionalarchivallegislativeframework，focusingonthecustody control ofarchival entities.Itfalsshort in aspects such as thecollaborative mechanisms among multiple entities， thus struggles tofullymeetthenewrequirementsforarchivalgovernanceinadataenvironment.Byrevealingthedivisionofrights responsibitiesthedisputesintegovermanceproces，thestudyprovidestheoreticalreferencesforbuildinganefcient coordinated archival data governance system.
