Abstract: Faced with the challenges of digital transformation and declining public trust, the National Archives of Australia has released the Strategy 2025—2030: Evolving National Archives, which adopts a phased approach to explore a systematic development pathway for archival governance. Based on the strategic text and related information published on the NAA's official website, a systematic review and analysis has been conducted. Research findings reveal three key characteristics of the 2025—2030 Strategy: a systematic framework centred on phased progression; content design anchored in multi-dimensional role positioning; and an implementation system underpinned by dual institutional and

cultural safeguards. Drawing upon its strategic experience, the study offers the following insights: strengthen phased coordination to establish a scientific planning system; clarify functional positioning to optimise role-oriented implementation; and enhance institutional safeguards to cultivate a governance cultural ecosystem. These recommendations aim to provide reference for the medium-to-long-term development of China's archival sector.
