Abstract：With the reform and development of the archives industry in the new era and the advancement of the comprehensive rule of law inarchives，the Regulationson the Administrative Licensing Procedure for Archives have shown certain inadaptabilityin the process of implementation，and the necessity of revisionis moreprominent.Following the format and structure of the departmental regulation，this paper summarizes its legislative focus and keycontents，and on thisbasis summarizes and analyz esits main characteristics and significant importance.The departmental regulation has distinct characteristics such as compliancewith lawsand regulations，scientificand reasonable，simpleand pragmatic.Based on the realities of archivesadministrative licensing，this paper proposes specificsuggestions for improving this departmental regulation fromthree dimensions：textual expression，content design，and legal coherence，in order to promote the legal effectiveness of archives administrative licensing.
