Abstract：Studying archivaldevelopment frameworks in developed countries aims to identify cutting-edge directions and priorities for China's reference. By examining strategic plans of theU.S.，U.K.， France and other countries and re gions，a forward-looking framework is constructedacrossinstitutional norms，collaboration，resource development，services，technology，and data practices.Key inspirations for China include： integrate digital intelligence into institutions to improve governance;deepen multi-stakeholdercollaboration to strengthen development forces;enhance archival scale and quality to drive systematicexpansion;cultivate servicecapabilities to unlockarchival value;adopt cutting-edge technologiesto advance intelligent operations;and embed data contexts to innovate archival theoryand methodology.
