A Multidimensional Perspective on Autonomous Vehicle Safety： Key Challenges and a Collaborative Governance Framework

【Abstract】To systematically review thesafety risks of autonomous driving and promote itssafe market-oriented application，thispapersummarizesandanalyzesthecharacteristicsofcurrentautonomousvehicleaccidentsandrelevant research fromselecteddevelopedcountries，identifyingthecorefactorsanddeep-seatedchallengesafectingthesafetyof autoromous driving.Thestudyrevealsthat thesafetylandscapeencompases4 key domains：datasecuritytechnological safety，transferofcontrolbetweenhumanandmahine，andriskcontrol.Furthermore，futuredevelopmentfacesprofound challengesincludingthealgorithm“long-tailproblem”，acrisisoftrustinhuman-machineinteraction，datasecurity vulnerabilities，andregulatorylag.Theresearch proposes thatcordinatedadvancementacross4dimensions—technological integration，regulatoryframework construction，human-centereddesign，anddataprotection—isessential toestablisha collaborativegovernanceframework．Thisprovidesasystematicreferenceforthesafedevelopmentandapplicationof autonomous driving technologies.
