Abstract：Thedigitizationofarchives hasbecomeavitalcomponentofarchival work，profoundlyinfuencingtheircreation andmanagement.Basedonanempiricalanalysisof126digitization-related disputes，thisstudyfindsthatthesedisputes exhibitcharacteristicssuchasaninitialrisefollowedbyadeclineinfrequency，significantregionaldisparities，anddiverse formsofconflict.Keychalengesimpedingprogressincudeincreasedrisksofpersonalinformationinfringement，isufcent oversightofgiatioocsss，jciallecyigngcivilliabilityadeqatelalessmntofbting and afiliated arangements.Toaddressthese issues，policy eforts should focuson：strengthening archivaldata protection frameworks，stablsingmulti-stakeholderoversightthroughoutthedigitizationlifecycleclarifngstandardsforciilability Colectively，these measurescanhelpdefinethelegalityofvarious contractualrelationships，rducedisputes，andpromotethe orderlyadvancement ofarchival digitization.
