Abstract:BasedonthecharacteristicsoftheriseofpetrochemicalbasesandtheupgradingofthebiopharmaceuticalindustryinLi anyugangCityispaperdoptstemethodsoffeldinvetigatioaddtaverificationtosstematicallalyet“teoceta tion”lawofhazardouswastegenerationandthesupplydemandcontradictionofdisposalcapacityinthecityfromO2to4,focusing ontheproblemssuchstheimbalanceincomprehensiveutilationofhzardouswaste,homogenzationofdisposaltechnologies,ndn suficientcovergeofcollectionsyemsforicrondsallenterprse.InacodancewithtequirementsofteImplementatioPlan fortheConstructionf“ZeroWasteCityinLiayungang(O5),costructsfourdimesionalgoveancefraeorkf “inforationsdfullprocstaceabiltecholocalioationfooueductioleaerodctiodingdstral parks,andcntralidltioetwkforodsallterprses”,ndputsfadpatsicuingregteingegall orativedisposal,romotingloabonsoueutilatiocoloiesndmprovingiteeparmentalpevisioat aimstoachievetheoalsofevironmentalriskpreventionandcontrolofhazardousasteandresoucerecylingndprovideoetical reference and practical paradigm for hazardous waste governance in similar industrial cities.
