Abstract： Using 11 foreign national archives strategic plans as research objects，this study adopts content analysisand comparative analysis methods to analyze these plans from four dimensions，which are strategic concept，environmental analysis，target tasks and implementation guarantee，and explores their implications for China's archival developmentplan forthe 15th Five Year Plan period. Research finds that national archival institutions in foreign countries anchor their strategies on the core values of archives，while enhancing the adaptability and executability of their plans through technological innovation and institutional restructuring. This enlightens us that when formulating the 15th Five Year Plan，we should highlight the intrinsic values of archives at the strategic level and construct a conceptual framework of"upholdingintegrity and innovation";emphasize scientific strategic thinking in environmental analysis，enhance insightand responsiveness;persist in seeking progress while maintaining stability at the level oftargettasks，and enhance participation and supporting capacity; emphasis internal and external collaborationat theimplementation level to enhance internal driveand executive force.In addition，itisnecessarytomaintain a clearunderstanding of the limitations of archival strategic planning in foreign countries.
