《北京市电子档案管理办法》解读

Abstract:TheMeasures for the Management of Electronic Archives in Beijing wasissued and implemented by the Beijing Municipal Archives Bureau on May 27,2025.As an important practical measure for Beijing to implement the Measures for the Management ot ElectronicArchives(OrderNo.22ofthe National Archives Administration of China)，the Measures play a key role in refining the implementation and providing precise guidance forthe city’selectronic archives managementsystem.They feature prominent highlights such as adheringto the capital's first-class standards, detailing practical operation paths,and strengthening security safeguards. This paper analyzes the Measures from the dimensions of clarifying the scope of application,refining full life cycle management and control,and coreimplementationpoints,and interpretsitsimportant rolein promoting the standardization of electronic archives management in the capital and serving the high-quality economic and social development of Beijing.
