Abstract: Citrus canker, caused by Xanthomonas citri subsp. citri, is an important quarantine bacterial disease that severely limits the development of the global citrus industry. Current control relies mainly on chemical agents, which can cause environmental pollution, food safety issues, and pathogen resistance with long-term use. In contrast, microbial control, being green, safe, and sustainable, displays attracted attention widely. Probiotics can inhibit pathogens through producing antimicrobial compounds, nutrient competition, and inducing plant systemic resistance, showing promising potential in citrus canker management. This review systematically analyzes the key factors affecting citrus canker occurrence, including climate conditions, varietal resistance, growth stages, and citrus microbiome dynamics. We also focus on the research progress of biocontrol microorganisms, such as Bacillus, Pseudomonas, fungi, and bacteriophages, which suppress disease through antagonism, quorum sensing interference, and biofilm disruption. Field studies show that some biocontrol microbes and their metabolites achieve efficacy comparable to or even exceeding traditional copper-based agents. However, there are still certain limitations in terms of control effect stability, depth of action mechanism analysis, and industrial application. In the future, research on green prevention and control based on microecological regulation and multi-strategy integration needs to be strengthened.
