国有资本投资、运营公司组建背景、概念及河南省实践探索

【摘  要】“十四五”伊始，国企改革三年行动进入攻坚期，国有资本投资、运营公司改革也进入新阶段。近年来，河南省积极落实中央精神，在国有资本运营公司改革上走出了自己的道路，对国有企业授权管理机制改革具有借鉴意义。

【Abstract】At the beginning of "the 14th Five-Year Plan"， the three-year action of state-owned enterprise reform has entered a crucial period， and the reform of state-owned capital investment and operation companies has entered a new stage. In recent years， Henan Province has actively implemented the spirit of the Party Central Committee， and has made its own way in the reform of state-owned capital operation companies， which has reference significance for the reform of state-owned enterprises' authorization management mechanism.
