Abstract: Tailings represent the largest source of bulk industrial solid waste in China, posing dual risks of resource wastage and environmental pollution. Constrained by the level of economic development as well as limitations in mineral processing technologies and equipment, a portion of valuable components often remain unrecovered from tailings. Consequently, addressing their resource utilization and largescale disposal has become an urgent priority. Guided by the "Dual Carbon" goals and the "14th FiveYear Plan," accelerating the green and low-carbon transformation of the solid waste industry and alleviating the disposal pressures have emerged as primary tasks. This paper first outlines the types and compositional characteristics of tailings, then analyzes the major issues in current utilization process, and systematically elucidates the key reasons for the low comprehensive utilization rate. On this basis, it focuses on discussng pathways for the comprehensive utilization of tailings in construction materials. Finall,strategies for achieving efficient resource utilization of tailings are proposed, aiming to provide a reference for promoting the construction of "zero-waste cities."
