Study on the Configuration of Ecological Clean Small Watershed Construction Measures in Inner Mongolia Section of Huangfuchuan River Basin

Abstract：Totivelyotrollosinangfucanmproethialoicalviontndpomotetstuctio ofeco-environentfriendlysallwatershds，theInerMongoliasectionoftheHuanfuchuanwasselectedasthereseachrea.Basedona comprehensivedestaingoftaturalgacaloditios，andueatus，atersouealitiedgullodiiosa seleentsdocoiisftalgtipleof“fisz，”，esalis softwareArcGIS wasusedtoconductsuperimposedanalysisonfourlayersoflndusestatus，surfaceslope，rivernetworkandwatersystem， and vegetation coverage with a resolution of 30m . Firstly， the prevention and protection zone，comprehensive control zone and ecological restorationzneeredelineated.Then，theconfigurationprciplesofmeasuresforachtypeofpreventionandontrolzoneandtecofigurationofmeasuresfachsubregionofslrosionieompresiemaagemene（sshillsndgull，seicsdil andgullzone）wreclarifed.Sixtypsofo-enviroentfriendlysallwatesedsconsructionsuitableforteHuangfuchanwerepro posed（watersoueprotectiotype，ologicalousmtye，armonoslivig type，sureandhalthcaretyp，geenindustryy，d embankmentdamsystemeologicalquaityimprovementandeficiencytype），ndtheconstructionanddevelopmentdirectionsofachtype ofecologicalcleansallwatersdwerepointedout.Teconstructiongoalsofologicalcleansallwatershdsareproposedfromfouraspects：soilerosionontrol，cogicalvirontiproventuaslentimprovntandocialandooicdvelot.

0 引言

生态清洁小流域是将水土流失治理、水土资源合理利用、流域水系（沟道）整治、面源污染防治、人居环境改善等结合起来的小流域综合治理模式，在传统的水土流失治理基础上，兼顾水源涵养、环境改善、生态宜居、产业发展等多重目标[1]

2003年，北京市在全国率先提出并实施生态清洁小流域建设；2006年，水利部在全国范围内安排生态清洁小流域建设试点；2010年，《中共中央国务院关于加快水利改革发展的决定》提出大力开展生态清洁型小流域建设；2023年，水利部、农业农村部、国家林业和草原局、国家乡村振兴局四部门联合印发《关于加快推进生态清洁小流域建设的指导意见》，水利部把2013年发布的《生态清洁小流域建设技术导则》（SL/T534—2013）修订为《生态清洁小流域建设技术规范》（ GB/T 16453.1～16453.6） （SL/T 534—2023）。（剩余8462字）
