Abstract：Thisresearch takessmartcapacityexpansionasthefoothold.Aimingattheproblemsofcongestionanddificulty inmanagementandcontrolintheroadnetworkunderabnormalmode，thisresearchdiscusesthecollborativemanagementand controlstrategiesappicabletotheroadnetwork，inordertoimprovedailytraffceficiencywhileesuringroadnetworksafety. Theresearchadoptsasmartcapacityexpansionmethodbasedonpredictingtraficdemand，identifyingbotlenecksectionsand dynamicregulation，andobtainsacolaborativemanagementandcontrolstrategythatcanreducetheimpactofroadnetwork congestioandincreasevehicletraffcspeedInshort，combiningsmartexpansionwithroadnetworkcolaborativemanagement willhelpmanagerscopewithroadtraffccondionsduetoabnormalevents，anditisofgreatsignificancetoimprovethe intelligence of road network management.
