Abstract： The 15th Five- Year Plan period marks a critical stage for the high-quality development of China'sarchival undertaking.Asasignificant innovation within the national archival preservation system，thematurationandefficiencyenhancementof Regional National Key Archives Protection Centersareofvital importance.Taking the North China National Key Archives Protection Center—the first of its kind to pass national acceptance-as the research subject， this paper systematically reviews its current development status andoperationalachievements，andconductsan in-depth analysis of the deep-seated challenges it faces during the regular operational phase，such asthevague organizational identity，unstable resourcesupport，singularservicepathways，and insufficient talent incentives.Accordingly，it proposesan integrated four- dimensional high- quality developmentframeworkcenteredon"modernization of governance systems， network- based transformation of business paradigms， long-term mechanisms forresource support，andstructured cultivation oftalent ecology." This framework aims to promote the strategic transformation of regional protection centers from "project-based entities" to "regional functional hubs." It not only providesa concrete actionplan forthe practical breakthrough of the North China Center butalso offers theoretical reference and practical insights for similar institutions across the country to address common challenges during the 15th FiveYearPlanperiod.
