Abstract：Revitalizing archival and documentaryheritage can unlock and reconstruct its multifaceted values. Based on value chain theory， thisstudy constructs a value chain model forrevitalizing archivaland documentaryheritage Thismodel encompasses core activities such as resource miningand restructuring，content development and presentation，storytelling and dissemination，and userexperience and services， alongside supporting activities including regulato ryand policy safeguards，digital and intelligent technology empowerment，and stakeholder collaboration.Simultaneously， the revitalization logicismapped across upstream，midstream，and downstream value chain segments，proposing a corresponding implementation pathway：the multifaceted valuesofarchival and documentary heritage can be realized through deep excavation and reconstruction of cultural genes，reconfigura tion of cultural meaning expression forms，and promotion of cultural value dissemination and feedback.
