档案强国的价值贡献与“十五五"时期实践取向

Abstract： As a long-term strategic goal guidingthe development of China's archival undertakinglin thenew era，the proposition and evolution of building up China's archival strength are profoundlyembedded within the process of Chinese modernization.This paper conducts a systematic analysis of building up China's archival strength towards the 15th Five-Year Plan periodfrom three dimensions：historical inevitability，value contribution，and practical orientation.Theresearch states that the concept of archival powerhouse is rooted in the historical context where the overall national development， technologicaltransformation，andtheendogenousevolution of the archival undertaking are interwoven.Itsvalue is primarilymanifested in the strategic reshaping of national archival_policy discourse，the directional guidance for archival theoretical innovation，and the practical traction for the high-quality development of the archival undertaking.Facing the 15th Five-Year Plan period，the construction of archival ponerhouse urgently needs to，based on adhering to a longtermorientation，adopt a development goal orientation of serving Chinese modernization，an innovation-driven orientation centered on digital andintelligent empowerment， a development path orientation focusing on capacity system building，and a risk governance orientation with safety and controllability as the bottom line.
