Abstract:Thecoal miningindustryintheYellow River Basinfacesdual presuresof waterscarcityandecological protection, neesitatingascientificevaluationofitshighqualitydevelopmentcapacityThispaperinnovativelyonstructsathre-dimensioal aspects evauationsstmencompassng"waterresourcscarryingapacityiskfactos,andconomicenefits,"andplosthe EntropyWeight-TOPSIS methodforcomprehensiveasessment.Taking typicalcoalminesintheWuhaiminingareaasacase study,teevaluatiosultsftielystingshterengtsandeaknesssofdierntmins,icatingtatacevingi qualitydevelopmentrequiresseekingaulti-dimensionalbalnceamongesourceonstraints,riskcontrol,andconomicetuns. Basedonthefindings,keyrecommendationsareproposed,includingstrengtheningrigidconstraintsandrefinedmanagemntof waterresources,enhancingbasin-widecordination,andelevatingenvironmentaltandardsandregulatoryeficiency.Theseproide decision-makingsupportforoptimizingthelayoutandfacilitatingthegeetransformationofthecoalminingindustryintheYellow River Basin.
