行动者网络理论下的永州市耕地保护策略探索

摘要 探索耕地保护涉及的各类因素及全流程，可为新时期国土空间规划背景下的政府耕地保护决策提供参考。以行动者网络理论为基础，构建由人类行动者和非人类行动者组成、其他行动者积极参与的市级耕地保护行动者网络。结合市级耕地保护实践，从要素整合、结构优化、功能提升和高效监管4个方面提出市级耕地保护策略。

Research on Cultivated Land Protection Strategy in Yongzhou City Under the Theory of Actor Network

Abstract To explore the various factors and the whole process involved in cultivated land protection， and provide reference for the government’s cultivated land protection decision making under the background of territorial spatial planning in the new era. Based on the theory of actor network， this paper constructs an actor network of municipal cultivated land protection， which is composed of human and non human actors and actively participated by other actors. Based on the practice of municipal cultivated land protection， the paper puts forward four protection strategies of municipal cultivated land： factor integration， structure optimization， function improvement and efficient supervision.
