农村治理现代化的价值、困境及路径

摘  要：治理现代化是政府当前的一个重要任务，而农村治理现代化又是其重要的组成部分。农村实现治理现代化，将推进乡村振兴的实施。文章给出农村治理现代化的价值内涵，并通过对M旗进行调研，发现该旗在实现农村治理现代进程中，存在一些困境，通过分析，给出解决路径。

Abstract： Governance modernization is an important task of the government at present， and the modernization of rural governance is an important part of it. The modernization of rural governance will promote the implementation of rural revitalization. This paper gives the value connotation of the modernization of rural governance. Through the investigation of M Banner， it is found that there are some difficulties in the process of realizing the modern process of rural governance.

1 问题的提出

中共中央、国务院印发的《乡村振兴战略规划（2018-2022年）》中对乡村基层治理做出了详细部署，在规划的第八篇健全现代乡村治理体系中要求加强农村基层党组织对乡村振兴的全面领导;促进自治、法治、德治有机结合;夯实基层政权。（剩余4941字）
