信息化促进基本公共服务均等化国际经验与启示

摘要：信息技术与数字化手段已成为加速城乡基本公共服务均等化实现的重要途径。通过对英国、美国、日本公共服务政策、信息化基础设施、服务手段和服务组织等方面的系统梳理，得到中国应加快建立持续推进的供给制度、加快普及应用信息化基础设施、发展多元化主体以及构建有效的监管体系的启示。

International experience and inspiration of informatization in promoting equal access to basic public services

Abstract： Information technology and digital means had become important ways to promote the equalization of basic public services. By systematically sorting out the public service policy， information infrastructure， service means and service organization of the United Kingdom， the United States and Japan， it was suggested that China should accelerate the establishment of a continuous supply system， accelerate the popularization of information infrastructure， develop diversified subjects and construct an effective regulatory system.

2017年国务院出台《“十三五”推进基本公共服务均等化规划》，首次提出了基本公共服务均等化概念，并明确了以信息化手段推进教育、就业、文化、劳动保障、社会保障等领域基本公共服务均等化的具体目标任务。（剩余8454字）
