An ancient proverb says, “Do not spit into a wel even if you are leaving for a distant land." This means that even someone about to travel far away, who will no longer draw water from that well, should not spit into it and hinder others from using it. During the Shang Dynasty, there was a law that punished people for dumping ashes or waste on roads, as the flying dust could blow into others' eyes. Confucius once said, "A gentleman does not throw away old curtains, for they can be used to bury horses; nor does he discard worn-out carriage covers, for they can be used to bury dogs." This teaches us that even dead animals like horses and dogs should be buried in time and not left exposed, to prevent foul odors and air pollution. It is clear that people in ancient times already valued public hygiene.
