乡镇档案资源治理的共建共治共享探究：理论逻辑与行动路向

摘要：新时期乡镇档案工作需落实档案治理理念，实现共建共治共享以发挥档案在新农村发展、乡镇建设规划、决策服务、权益保障等方面的重要作用。论文基于乡镇档案资源建设的现状总结与趋势分析，探析了推进乡镇档案治理共建、共治与共享的理论支撑与可行路径，为今后乡镇档案治理研究提供借鉴。

Abstract： The Measures for Township Ar？ chives Work issued by the State Archives Adminis？ tration in 2021 provides a guarantee for archives to help township social governance. In the new peri？ od， the work of township archives needs to imple？ ment the concept of archives management and re？ alize co-construction， co-governance and sharing so as to give play to the important role of archives in new rural development， township construction planning， decision-making service and rights and interests protection and so on. Based on the cur？ rent situation summary and trend analysis of the construction of township archives resources， this paper analyzes the theoretical support and feasible path to promote the co- construction， co- gover？ nance and sharing of township archives gover？ nance， so as to provide reference for the research of township archives governance in the future.

乡镇档案治理是国家档案治理的基层基础，是综合治理、源头治理的重要组成部分，旨在通过多元主体参与、信息化手段、协同合作机制等构建共建共治共享的治理体系，以满足新时期乡镇档案工作复杂多样的管理、利用需求，凸显档案在乡镇治理中的资源支撑作用，促进乡镇基层档案由“自上而下”层级管理向扁平化共治模式转型，不断提升乡镇档案的治理效能和内生动力。（剩余7983字）
