Governance Innovation in Rural Sports Events ： Grassroots Practices， Diffusion Mechanisms and Deepening Pathways

Abstract：Governance innovation inrural sportsevents isanimportant pathwaytopromoting theequalizationof public sports services in urban andrural areas and stimulating endogenous motivation in rural areas. Usingcaseanalysis and logicalanalysis，thisstudyexploresthe theoreticaland practical mechanismsof governanceinnovationinruralsports events.It suggests that rural sports events encompass governance innovation practices such asthe iterative evolution of a “peoplecentered”cognition，structural transformation through multi-stakeholdercolaboration，processreengineeringvia consultativeco-governance，andparadigm upgrading through digital empowerment，，which form a progressive logical system，ranging from value orientation toorganizational support，and further to operational rulesand methodological reinforcement.These innovativepracticesachieve crossregional dissemination through model adoption andcapacity development，top level designand local response，and medianarrativesand symbolic construction，therebyshapinga positive synergistic efect between governance innovation andeficiencyenhancementinrural sports events.However， chalengs such as thealienationoforganizational learning，deviations inpolicyimplementation，and paradoxes incultural empowerment.These isses need to be deepened and adjusted byreforming organizational learning paradigms，adjusting policyimplementation behaviorsandreshaping the logicof cultural empowerment，soas to providereplicable modelsof sports governance practice for the implementation of the rural revitalization strategy.
