Abstract：  This paper analyzes the optimization background of  the standard system of Shanghai government offices affairs under the new situation， proposes the optimization objectives of the standard system， clarifies the optimization elements of the standard system， and provides ideas and suggestions for promoting the standard system optimization of Shanghai government offices affairs.
