Research on Synergistic Governance Mechanism of Pollution and Carbon Reduction in Chengdu-Chongqing Region Economic Circle

Abstract:Asan important growthpolein thewesternregion,the Chengdu-Chongqingregion is facingdualpresures of pollutantemissionsandcarbonemissions.Aimingattheprominent problemsoforganizational fragmentation,policy segmentation,and lack of market mechanisms in thecollaborative governance of the Chengdu-Chongqing region,a framework forthe collaborative governance mechanism of pollution reduction and carbon reduction in the ChengduChongqing region economic circle isproposed.This frameworkcan effctivelypromote thesynergy and efficiencyof polutionreductionand carbon reduction bybuilding acrossdomain organizational structure,policycollaborationsystem, and environmental rights market mechanism,supplemented by measures such as unified legislative standards,joint constructionofmonitoring platforms,and improved performance evaluation.This frameworkcan providepathsupportfor thegreenand low-carbon transformation inthe Chengdu-Chongqing region,and has demonstrative significance forthe construction of ecological civilization in the western region.
